The Manitoba Provincial Nominee Program (MPNP) selects skilled workers, international graduates, and business immigrants to address Manitoba's economic and labour market needs. Manitoba uses a Letter of Advice to Apply (LAA) system based on competitive Expression of Interest (EOI) draws.
Skilled Worker Streams
Skilled Worker in Manitoba Stream For temporary foreign workers and international students already working or studying in Manitoba. Applicants must have a full-time, permanent job offer from a Manitoba employer (or be currently employed in Manitoba) and demonstrate strong ties to the province. A Manitoba connection (prior work/study in Manitoba) is a significant selection factor.
Skilled Worker Overseas Stream For skilled workers outside Canada who have a close connection to Manitoba through a family member already settled in the province, or through prior Manitoba work/study experience. Direct relatives living and working in Manitoba add significant EOI points.
International Education Stream For international graduates from Manitoba's public colleges and universities who have secured a qualifying job offer in Manitoba after graduation.
Express Entry Pathway Manitoba participates in Express Entry through a dedicated pathway. Candidates must have an active EE profile. Manitoba identifies candidates based on skills, work experience, and connection to Manitoba and issues an LAA.
EOI Points System Manitoba's EOI scores are based on: human capital factors (education, language, age), Manitoba connection, arranged employment, and adaptability. Candidates with the highest scores in each draw receive Letters of Advice to Apply.
