The Rural and Northern Immigration Pilot (RNIP) is a community-driven program that helps participating rural and northern communities across Canada address their specific labour market needs by attracting and retaining skilled workers and their families.
Participating Communities
The RNIP originally launched with 11 participating communities across five provinces: - Ontario: North Bay, Sudbury, Timmins, Sault Ste. Marie, Thunder Bay - Manitoba: Altona/Rhineland, Brandon - Saskatchewan: Moose Jaw - Alberta: Claresholm - British Columbia: Vernon, West Kootenay (Trail)
Each community has a designated local economic development organization that manages the recommendation process.
How It Works
The RNIP is employer-first: candidates must first secure a full-time, non-seasonal job offer from an eligible local employer in the community. The employer's offer must meet minimum wage thresholds and satisfy community-specific criteria.
Once a job offer is secured, the candidate applies to the community for a recommendation. Each community sets its own intake periods and priorities and has an annual allocation of recommendations from IRCC. A community recommendation is required before you can apply to IRCC for permanent residence.

Unlike urban immigration programs, the RNIP places strong emphasis on community fit and the applicant's intention to remain in the community long-term. Some communities require candidates to visit or demonstrate meaningful connections before issuing a recommendation.
