Identify whether the position qualifies as Professional, Skilled Worker, or Other Worker. Employer requests a prevailing wage determination from DOL before starting recruitment.
Employer conducts mandatory recruitment to test the US labor market, then files ETA Form 9089 with DOL. For professional positions, 3 additional recruitment steps are required.

After PERM certification, employer files I-140 with USCIS. The petition establishes the priority date and confirms the alien worker's qualifications and the employer's ability to pay.

Check the monthly Visa Bulletin to determine when your priority date becomes current. EB-3 shares limits with EB-1 and EB-2 overflow, causing variable wait times.
When priority date is current, file I-485 for Adjustment of Status in the US or DS-260 for consular processing at a US embassy. Include dependents as needed.
